WP6 – LEGAL, ECONOMIC, AND INSTITUTIONAL MODELS FOR IMPROVED WATER GOVERNANCE

Objective
Work Package 6 focuses on improving water governance by developing integrated legal, economic, and institutional frameworks. It supports the sustainable and participatory management of water resources, particularly in the context of climate change, water scarcity, and transboundary aquifers.ㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤ
Methodology
WP6 adopts a multidisciplinary approach involving legal experts, economists, and institutional analysts. The methodology includes:
– Legal Analysis of national, EU, and international water laws, with attention to AI-related regulatory challenges.
– Economic Evaluation of water resource use, including cost-benefit analyses, willingness-to-pay estimation, and market-based instruments like tradeable entitlements.
– Institutional Assessment of governance models and multi-level jurisdictional frameworks, especially in transboundary contexts.
– Participatory Governance Tools to engage stakeholders and support equitable water access.
A key case study is the Guarani Aquifer (PS1), which offers insight into international cooperation between Brazil, Argentina, Uruguay, and Paraguay.ㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤㅤ

– Pilot System 1 (PS1): Legal and institutional assessment of the Guarani Aquifer.
– Pilot Systems 2 & 3 (PS2 & PS3): Socio-economic surveys and economic modeling based on project interventions.
