A Case Study on Transboundary Groundwater Governance
Pilot System 1 (PS1) focuses on the Guarani Aquifer, one of the largest transboundary groundwater reserves in the world, extending beneath Brazil, Argentina, Paraguay, and Uruguay. It represents a critical freshwater source for more than 30 million people and is a strategic natural asset for the region’s long-term water security and socio-economic development.
In MORE4WATER, PS1 is primarily used as a legal and institutional case study to investigate challenges and opportunities in international water governance. It serves as a testbed for:
Evaluating how scientific tools like AQUILA and Wireless Sensor Networks (WSN) can inform transboundary groundwater management
Assessing the effectiveness of existing treaties, including the 2010 agreement among the four countries, which has not yet been fully implemented
Identifying gaps in legal frameworks, proposing improvements, and supporting cooperative water diplomacy efforts
Exploring how stakeholder engagement and participatory models can enhance sustainable groundwater use
PS1 exemplifies the extra-EU dimension of the project and contributes significantly to Work Package 6, which addresses legal, institutional, and socio-economic aspects of water governance.
